Britain at the Bottom of the Pile Again

I have recently received some figures for the pensions of European countries, given in terms of percentage of average earnings.  From these I have constructed the bar chart below.  The UK at the bottom of the pile.  With higher average earnings and the same pension, the Isle of Man could feature even lower.  Denial of the Winter Fuel Allowance puts us even lower on the scale.  Any comments?
